Project Description

The Department of Defence’s LAND 400 project is managing the delivery of the next generation of armoured fighting vehicles for the Australian Army. LAND 400 is the largest acquisition project in the history of the Australian Army.

Phase 2 of the LAND 400 project is for the acquisition of 211 combat reconnaissance vehicles (CRV). The Australian Government announced Rheinmetall Defence Australia as the preferred tenderer on 14 March 2018 with the Boxer CRV.

Rheinmetall Defence Australia (RDA) has established its Australia-New Zealand Headquarters and Military Vehicle Centre of Excellence (MILVEHCOE) in Redbank, Ipswich. The facility is located within the Redbank Motorway Estate, close to supply chain partners and within Southeast Queensland’s established heavy-vehicle precinct.

Services Provided

  • Strategic commercial advice to the State in the attraction of RDA to establish the MILVEHCOE and RDA’s regional headquarters to Queensland.
  • Facilitation of a project delivery assessment to determine the best delivery model based on project risk, time and budget factors.
  • Preparation of the strategic procurement plan for delivery of the project.
  • Preparation and approval management for the project delivery program, risk register and budget.
  • Preparation of EOI and Tender documentation for both the Principal Consultant and Managing Contractor works packages.
  • Facilitation of tender interactive sessions with shortlisted proponents.
  • Evaluation of tender responses, including provision of consolidated commentary of the evaluation panel.
  • Project governance and reporting via membership of project steering committee.
  • Project leadership and management of the project through the delivery phase, including budget and program control, project reporting, onsite progress and quality reporting.
