Fitzroy to Gladstone Pipeline

Project Description

The Fitzroy to Gladstone Pipeline project consists of a 116 km pipeline connecting the Gladstone and Rockhampton regions in Central Queensland.

The project allows for approximately 30,000 ML of water to be extracted from the Lower Fitzroy River, treated and transferred to the existing GAWB network and its industrial customers near Gladstone.

The project also includes an intake structure, treatment plant, pump stations and reservoirs.

Services Provided

  • Tell Advisory was engaged as the transaction manager to select a design and construct contractor through a two phased collaborative procurement process.
  • Plan and manage the Expressions of Interest (EOI) and Early Contractor Involvement (ECI) stages including integrating input from the client and legal, technical and probity advisors.
  • Ensure delivery to tight timeframes that required careful planning, a flexibility approach and adapting processes to meet the needs of all stakeholders.
  • Develop bespoke tender documentation and evaluation plans for both EOI and ECI phases, including evaluation criteria and weightings.
  • Coordinate the development of project scope and technical documents, including the Principal’s Project Requirements.
  • Preparation of the Project Execution Plan and associated sub-plans.
  • Manage all tender processes including planning and coordinating interactive workshops, responding to proponent RFI’s.
  • Facilitate tender evaluation, provide specialist advisor input and draft evaluation reports.
