2022 Flood Recovery Program (DRFA)

Project Description

The project involves permanent repair of the Toowoomba region local road network due to the 2022 flood event and involves drainage structures, gravel re-sheeting, formation grading, shoulder regrading, replacing culverts, and pavement repairs.

Since November 2021, more than 7,600 temporary emergency repairs have been completed. The Flood Recovery Program also includes permanent repair works which are likely to total more than $250 million and are planned to be completed by mid 2025.

Services Provided

  • Developed commercial framework and contractual framework.
  • Prepared transaction call and evaluation documents.
  • Facilitated transaction process including interfacing with Tenderers, including contract negotiations to execute two Collaborative Partnership Agreements.
  • Transitioned the project to delivery phase and ensuring the intent of the contracts was maintained, including establishing governance structures.
  • Provided contract administration services including review of progress claims, issuing correspondence and preparing payment certificates.
  • Reviewed scope change claims for contractual entitlement and reviewed pricing schedule for Target Outturn Cost (TOC) adjustment values.
